I think you've mis-read/heard the report for London which is higher than elsewhere.
It is really high and it's nearly 80% for women but for Somali men London, it's less than 50% - it's about 66% cos there's a lot more men than women and the main reason (according to the New Policy Institute that published it) is that Somalians are mostly here under the asylum system which restricts the work they can do.
