My simple and basic understanding is that...no bandits have been killed? The ghost virgin was killed. Did he kill anyone whilst alive? He could have eventually teamed up with the Tannons? Billy's squad have 2 codes? Tannons have 1 and Town has zero? What happens if Billy decides to follow the public vote and raid the same places as town? He would get a 3rd code at the same time as town gets 1 and win the game?
yep no bandits killed by the same token they have been firing blanks too The ghost killed Bisc (lone Ranger) Think both bandit teams have 2 codes - we don't know if they re the same 2 Just because someone has the 3 codes doesn't make them the winner.

I read it as... Bandits get 3 codes...open vault...win game. Town get 3 codes...change vault...win game.

rules state Bandits win if the opposing bandits are dead the town folks are outnumbered or dead and they rob the bank just having the 3 codes doesnt ensure success anyway as Hedley Lamarr guards the bank. to use my catchphrase read the OP FFS

OP says.... If the town find all the codes they can visit the bank to reset the code and will win the game I don't know what happens if Bandits rob the bank though.

Swan suggested visiting a location we'd just been, and then ACS backed it up without actually voting for it. It was suss imo.
