They've just tweeted to say now that Salibur is in England. Article hasn't altered since I read it last night (after google translated it of course) Seems like all 3 parties are desperate to get it done

Correct me if I'm wrong, but don't the FA get a percentage of all transfer fees? If that's the case then I'm sure they would be as keen as anyone to push it through (as long as the transfer was even remeotely close to being submitted correctly and on time)
Both clubs claiming paperwork was submitted on time, so not sure where the issue occurred in terms of completing the deal on time? Maybe faxed paperwork to the wrong number. There's a joinery shop in London thinking why the **** have they signed a Frenchman for €10m
FIFA apparently, though I've no idea why, it's normally the league you play in that have to confirm the transfer.
I was perusing the PL rules this morning, as you do, & I'm sure I skimmed through something saying the PL can allow a transfer outside of the window.
I thought I saw FIFA mentioned but I would have thought that would have been for transfers from one continent (or confederation) to another.
Do we actually know what the problem is. Presumably any paperwork presented would have the time on so if it was 'out of time' there is no argument and nothing to appeal for? Obviously it's not as black and white as a simple matter of time otherwise we wouldn't be having this conversation.
