I think it's to try and make games that are tight, then a late away goal is scored and the tie is in essence over . Example tonight would be Under the old rule We're leading 2-0. Man U score in the 80th minute. Game over essentially. Under new rule As above except we would just need the 1 goal to take it to extra time. Game on Think that's the reasoning behind it.
