He is French. An endearing trait of the French is the ability to never use one word when 20 will do. It's nice at times. Lying in the sun at the local donkey race while the mayor talks for half an hour to say "Welcome to today's donkey race" is great and makes translation for visitors easy. At other times it gets on your tits.
