Clearly the buyers aren't the problem if they're going to buy reading with no problem. It's pretty obvious they wanted to buy City over Reading too. And there's been at least three other parties who wanted to buy City. The problem as we all is that the owners don't want to sell.
It was them, but it was another member of their consortium. Either they've removed that individual as they were going to do when attempting to buy City, or they didn't need to because the FL tests aren't as strict.

The Fit and Proper Person test is exactly the same in all leagues, they might apply it a bit more rigorously in the Premier League, but the criteria is exactly the same.
