Personally, I see no point in the EPL (or EFL) taking a Winter Break. Our climate is Maritime, which means Cool rather than Cold Winters, with the watchword being unpredictability ! If we had a Continental climate, which means Cold to Frigid Winters that are predictable, than a Winter Break would make sense. But we do not have a Continental climate here, so it is not neccessary to have a Winter Break. Furthermore, if a Winter Break was introduced and knowing our fickle weather, we could virtually guarantee fine weather during the Break, then foul weather causing postponements and a fixture pile-up after it !
