I actually think that this is quite a sensible policy as long as it is made clear that this applies only to work related discussions. I do that here in Indonesia - both for safety reasons and to improve the English of Indonesian employees. Its a fact of life that English is the language of business in most countries they have to work in and it is important that they can interact with the people they are working with, who generally won't understand Indonesian.
I'm more worried that it looks like Rafa is the one on the far right. No wonder we've not signed anyone if that is what he's been up to.
