i agree with your conclusion, although, as you may suspect, your working out has a few little issues, though the differences only enhance your conclusion. in 1914 there were 40 football league teams. there was not the same structure of leagues then as there is now and for much of that period the southern league was considered on a par with the football league, so many of the teams were of a higher quality than many of the football league teams. as a non-league team tottenham won the cup in 1901 and reached the quarter finals three other times. in 10 years southampton lost in two finals, two semi-finals, and three quarter-finals. qpr reached two quarter-finals. coventry reached a quarter-final. when the top division of the southern league became division 3 of the football league in 1920, cardiff, due to their record, were placed in division 2 instead, and were pronptly promoted, finishing 2nd in the league within a couple of seasons, and in their first five years in the league reached the quarter-finals twice, the semis once, and then won the cup in 1927. tottenham had six internationals playing for the home countries before they joined the football league, including england's vivian woodward, who scored 29 goals in 23 england games (and 57 in 44 for england amateurs), 21 as a spurs player.

some sources might disagree with this assessment.
