The Black Cats bigwig told Portuguese news outlet Noticias Ao Minuto, “the agreement is closed”.
However, it's suggested the £17m transfer will only be rubber stamped if David Moyes avoids the sack.

The Scot is feeling the heat and could be packing his bags if his side lose to West Brom today.
Speaking earlier this week, Moyes claimed he was struggling to sign new players given Sunderland's perilous league position.
“It’s difficult. I have found that already," he said.
“I will always tell players how fantastic it is to play at a stadium that gets over 40,000 every week.
"We have fantastic training facilities. You’re coming to work with a manager who wants to build and improve you.
“But a lot of people will look and say the league position is difficult.
"And you need a level of finance to go to a certain level of player.”
Signing Samaris would be a real coup for the under-fire boss.
The 27-year-old Greece international is an experienced campaigner and has racked up 63 appearances for the Portuguese heavyweights.
This goes against all what moyes has been saying
And infact I can't see. Moyes getting sacked soon
